SSCs New Exam Day Rule for PwBD Candidates- Original Certificate Now Mandatory

July 31, 2025

Staff Selection Commission has rolled out a new rule starting with the Selection Post Phase XIII and CHSL 2025 exams.

As per this new rule, PwBD candidates must carry original disability certificates to the exam centres.

“We aim to curb misuse of disability accommodations. Candidates need to submit the scribe details if they are bringing their own”, says the SSC Spokesperson when asked why this new rule is announced.

He further added, “In a significant policy shift aimed at tightening disability verification during the recruitment exams, we have made it mandatory for all PwBD/PwD candidates to carry original disability certificates to their exam centres if they wish to avail compensatory time or scribe services”.

When will this New Rule come into Effect?

When asked when this new rule will be implemented, the spokesperson added, “ SSC will implement this new exam day rule in the Selection Post Phase III and upcoming CHSL 2025 exams”.

This rule is expected to impact thousands of aspirants across India. This decision is implemented by the Staff Selection Commission due to the increasing number of candidates seeking disability accommodations without providing valid proof.

What has changed?

Until now, the candidates with disabilities (PwBD) could access exam accommodations like a scribe or extra time by declaring their eligibility and uploading a scanned copy of their certificate, even if it was incomplete or incorrect. However, after this new exam day rule, the PwBD candidates must present their original disability certificate at the exam centre.

Official Notification of SSC stated - “All those PwBD/PwD candidates who have claimed compensatory time and have uploaded a certificate shall compulsorily carry the said certificate in original during the examination, failing which they will not be given compensatory time and scribe facility”.

This move is to curb the misuse of these provisions, and genuinely eligible candidates will receive the exam support.

Documents Required as per the New Notification

As per the official notification released by the SSC, the document requirements for PwBD verification are-

Facility Claimed Required Certificate Original Required?
Scribe & Extra Time Disability Certificate (≥40%) Yes
Extra Time Only(Writing Difficulty)< 40% Medical Certificate Yes
Own Scribe Scribe Details with Valid Photo ID of Scribe Yes

Failure to comply with the new rule will result in the cancellation of the requested facility and may lead to disqualification.

Details about the Compensatory Time

The eligible candidates are allowed an extra time of 20 minutes per hour of the exam duration. This is available to

  • Candidates with disability using a Scribe

  • Candidates not using a scribe but have valid eligibility proof

If a PwBD candidate opts for a scribe, they must-

  • Submit the scribe’s details and Photo ID at the Exam Centre.

  • Make sure the scribe meets SSC’s eligibility rules

  • No other attendant of the candidate is allowed except the scribe inside the exam hall.

The PwBD candidates can also request the SSC to arrange a scribe.  They must specify the same at the application stage.
